A Local Law to amend the administrative code of the city of New York, in relation to requiring notification of community boards and elected officials before renewing an emergency shelter contract

 

Be it enacted by the Council as follows:

 

Section 1. Section 21-324 of the administrative code of the city of New York, as amended by a vote of the electors on February 16, 2021, is amended by adding subdivisions c, d, and e to read as follows:

c. Notwithstanding any other provision of law to the contrary, the department shall notify the borough president, council member, and the community board for the district in which an emergency shelter is located when such emergency shelter location is going to be renewed.

d. The process developed pursuant to subdivision c of this section shall include an opportunity for the relevant borough president, council member, and community boards to submit an advisory opinion to the comptroller on whether a shelter contract should be renewed at least 90 days before the contract’s renewal.

e. The process developed pursuant to this section shall include consultation with all relevant agencies responsible for operating emergency homeless shelters.  

§ 2. This local law takes effect 180 days after it becomes law.ACK/SM
