A Local Law to amend the administrative code of the city of New York, in relation to expanding homelessness prevention programs

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 1 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-156 to read as follows:

§ 21-156 Homelessness prevention programs. a. Definitions. For purposes of this section, the following terms have the following meanings:

Homebase program. The term “homebase program” means a department of social services program, including the program known as “Homebase Homelessness Prevention Program” and any successor program, that provides homelessness prevention services to at-risk clients or assists clients in securing permanent and habitable housing.

Priority neighborhood. The term “priority neighborhood” means a neighborhood determined by the department of health and mental hygiene to experience significant health and socioeconomic disparities.

Provider. The term “provider” means an entity that has entered into a contract with the department of social services to deliver homelessness prevention services to at-risk clients or assists clients in securing permanent and habitable housing.

b. No later than December 31, 2029, the commissioner shall establish no fewer than 39 homebase program service locations. The commissioner shall prioritize priority neighborhoods when selecting new service locations.

c. No later than December 31, 2030, the commissioner shall submit to the mayor and the speaker of the council, and post on the department’s website, a report on the effectiveness of the homebase program. Such report shall include, at minimum:

1. Demographic information about the beneficiaries and neighborhoods served through the homebase program.

2. Data about the effectiveness of the homebase program service locations in preventing homelessness.

§ 2. This local law takes effect immediately.
