A Local Law in relation to the department of citywide administrative services conducting a feasibility study on the establishment of technology-based civil service positions
Be it enacted by the Council as follows:
Section 1. a. Definitions. For purposes of this local law, the following terms have the following meanings:
Associate’s degree. The term “associate’s degree” means a two-year undergraduate degree.
Civil service. The term “civil service” means all positions in the competitive class of the city’s classified service.
Civil service applicant. The term “civil service applicant” means an individual who is applying for a position in the competitive class of the city’s classified service.
Educational requirements. The term “educational requirements” means an associate’s degree, up to 2 years of vocational training, or up to 1 year of work experience following the completion of a course that has been licensed by the state or otherwise accredited by an independent body that is recognized by the United States Department of Education. The term “educational requirements” excludes bachelor’s degrees or any additional higher education.
Technology-based position. The term “technology-based position” means a civil service position for which the job duties center around the application of any computer or electronic information or interconnected system that is used in the acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or voice including, but not limited to, hardware, software, information appliances, firmware, programs, systems, networks, infrastructure, media, and related material used to automatically and electronically collect, receive, access, transmit, display, store, record, retrieve, analyze, evaluate, process, classify, manipulate, manage, assimilate, control, communicate, exchange, convert, coverage, interface, switch, or disseminate data of any kind or form, and shall include all associated consulting, management, facilities, maintenance, support and training.
b. Feasibility study. The department of citywide administrative services, in coordination with the office of technology and innovation, shall, within 1 year of the effective date of this local law, complete a study of the feasibility of creating 20 new technology-based positions in the civil service that are tailored toward civil service applicants who meet the education requirements. The feasibility study shall simulate that such new positions in the civil service be created in the following agencies:
1. 10 positions in the office of technology and innovation;
2. 2 positions in the office of data analytics;
3. 2 positions in the department of records and information services;
4. 2 positions in the office of information privacy; and
5. 4 positions in offices or departments deemed relevant by the department of administrative services.
c. Feasibility study scope. The feasibility study shall include, but not be limited to, an analysis of:
1. The feasibility of creating 20 permanent new technology-based positions in the civil service which require that the civil service applicant has met the educational requirements in a related field;
2. The prospective costs of creating such technology-based positions in the civil service;
3. The anticipated benefits and challenges of creating such technology-based positions; and
4. The average number of civil service applicants who would benefit from the reduced minimum educational qualifications for technology-based positions per year.
d. Reporting. The department of citywide administrative services shall, within 3 months of the completion of the feasibility study required by subdivision b of this local law, submit to the council a report on the findings of such study and any recommendations relating to the implementation of 20 technology-based positions in the civil service.
§ 2. This local law takes effect immediately.
