Summary: This bill would require the Department of Transportation (DOT), in consultation with relevant stakeholders, to conduct a study on compliance with the New York City Truck Route Network by trucks used for the transportation of goods to or from warehouses, as well as the feasibility of warehouse operators having obligations or responsibilities with respect to such compliance. DOT would be required to submit a report on the findings of such study within one year of this local law taking effect.

A Local Law in relation to requiring the department of transportation to study and report on truck route compliance and warehouse operators

 

Be it enacted by the Council as follows:

 

Section 1. a. Definitions. For the purposes of this local law, the following terms have the following meanings:

City truck route network. The term “city truck route network” means roadways or portions of roadways, designated pursuant to section 4-13 of title 34 of the rules of the city of New York, that trucks operating in the city are required to use.

Department. The term “department” means the department of transportation.

Truck. The term “truck” has the same meaning as set forth in paragraphs (1) and (2) of subdivision (a) of section 4-13 of title 34 of the rules of the city of New York.

b. The department shall conduct a study on compliance with the city truck route network by trucks used for the transportation of goods to or from warehouses that are located within the city of New York. Such study shall include consideration of  the feasibility of warehouse operators having obligations or responsibilities with respect to such compliance. In conducting such study, the department shall consult with the department of city planning, district management associations for business improvement districts, and community boards. In addition, the department shall seek input from representatives from environmental and climate justice organizations and street safety organizations, representatives from the trucking, logistics, and warehouse industries, and relevant state and federal agencies.

c. No later than 1 year after the effective date of this local law, the department shall submit to the speaker of the council and the mayor, a report on the findings of the study conducted pursuant to subdivision b of section 1 of this local law. Such report shall include recommendations for improving compliance with the city truck route network by trucks used for the transportation of goods to or from warehouses that are located within the city of New York, as well as a determination on  the feasibility of warehouse operators having obligations or responsibilities with respect to such compliance.

§ 2. This local law takes effect immediately.
