Resolution calling upon the appropriate committee of the Council of the City of New York to hold a hearing on the Mayor’s 2005 State of the City Address that announced the establishment of a “Commission on Construction Opportunity” and the “Building Jobs Through Building New York” initiative and on proposals from other parties that describe approaches to redress the historic and systemic denial of opportunities for minorities and women to receive their fair share of private and government contracts and employment in New York City.

                     Whereas, The Mayor announced in his 2005 State of the City Address the establishment of a “Commission on Construction Opportunity” (the Commission) and spoke of a “city of opportunity,” about being “firmly committed to broadening opportunities in employment and contracting;” and creating a city where employment and contracting will be “representative of New York’s diversity” and stated that  “all New Yorkers should have a fair chance at these jobs”; and

                     Whereas, The Commission will consist of developers, contractors, union representatives, senior members of the Administration and Congressman Charles Rangel; and

                     Whereas, Hearings on the Mayor’s initiatives, and proposals from other parties, are vital to redress the historic and systemic denial of opportunities for minorities and women to receive their fair share of private and government contracts and employment in New York City; and

                     Whereas, On June 12, 2003, Mayor Bloomberg signed Executive Order No. 36 designed to support minority-owned businesses and women-owned businesses by enhancing their ability to secure contracts with City agencies; and

                     Whereas, The Mayor also announced a new initiative called “Building Jobs Through Building New York” to focus initially on how the construction industry can directly benefit young people and returning veterans, now, therefore, be it

                     Resolved, That the appropriate committee of the Council of the City of New York hold a hearing on the Mayor’s 2005 State of the City Address that announced the establishment of a “Commission on Construction Opportunity” and the “Building Jobs Through Building New York” initiative and on proposals from other parties that describe approaches to redress the historic and systemic denial of opportunities for minorities and women to receive their fair share of private and government contracts and employment in New York City.
