By Council Members Miller, Eldridge, Espada, Freed, Koslowitz, Lopez, McCaffrey, Moskowitz, Perkins, Quinn, Reed, Rodriguez and Warden; also Council Members DiBrienza, Eisland, Foster, Harrison, Lasher, Leffler, Linares, Marshall, Michels, O'Donovan, Pinkett, Robinson and White
Whereas, Contraceptives are an essential part of basic health care for women and are fundamentally necessary to enable women to make healthy reproductive choices; and
Whereas, Medical experts agree that greater access to contraceptives would decrease the incidence of ovarian cysts, pregnancy complications, and newborn mortality and morbidity, and reduce the risk of ovarian and uterine cancer among women; and
Whereas, Women often incur higher expenses related to health care as compared to men as a result of reproductive health costs; and
Whereas, Offering coverage to all City employees for prescribed contraceptives would demonstrate New York City's commitment to accessible and affordable health care for all persons; and
Whereas, Negotiations are currently underway for the renewal of contracts with the various insurance companies that contract with the City of New York; now, therefore, be it
Resolved, That the City Council of New York calls upon the New York City Office of Labor Relations to ensure that any insurance company that provides health coverage for prescription drugs to New York City employees covers the cost of contraceptive drugs and devices under the prescription of a health care provider.
