The bill would require the DOT to measure and report on factors such as how far residents live from subway or bus stops, average commute times for the majority of residents living in a given census tract, and whether a majority of residents living in a certain area must transfer two or more times when commuting. Discretion is also given to the DOT commissioner to establish criteria to identify areas that lack access to reliable and/or frequent public transit service.
