A Local Law to amend the administrative code of the city of New York, in relation to creating one day temporary parking permits.
 
 
Be it enacted by the Council as follows:
Section 1. Subchapter two of chapter one of title nineteen of the administrative code of the city of New York is amended by adding a new section 19-162.3 to read as follows:
§ 19-162.3 Temporary Parking Permits.  a. The department shall issue temporary parking permits to allow drivers to load and unload heavy materials from a motor vehicle at a specified location.  Such permits shall be valid for a twenty-four period for vehicles with commercial license plates and for a twelve hour for all other motor vehicles.  The specific time frame shall be set forth in such permit.  Such permit may also specify geographic parameters where such permit may be used.
b. Notwithstanding any local law or rule to the contrary, it shall be permissible to park a motor vehicle where parking is prohibited by a posted sign, provided that such car displays a temporary parking permit issued pursuant to subdivision a of this section and is parked in an available space in the parking lane.  Such vehicle shall also be parked in the geographic area specified in the temporary parking permit, as applicable.  Notwithstanding the above, such permitted parking shall not be lawful where standing or stopping is not permitted at any time by other than emergency vehicles.
§ 2. This local law shall take effect ninety days following enactment, except that the commissioner shall take all necessary action, including the promulgation of rules, prior to such effective date.
