Resolution calling upon the Port Authority of New York and New Jersey to provide inductive loop Assistive Listening Systems in New York City’s airports, John F. Kennedy International Airport and La Guardia Airport, to allow for the improved broadcast of airport information, instructions, and safety notices to hearing impaired individuals.

Whereas, Assistive Listening Systems (ALS) are designed to improve communication access for people with hearing loss; and

Whereas, According to the National Association of the Deaf, an ALS improves the user’s ability to hear by minimizing the effects of distance, background noise and reverberation for a person with hearing loss; and

Whereas, The primary purpose of an ALS is to make the targeted sound easier to hear by people with certain types of hearing aids and cochlear implants by isolating the sound source from surrounding noise, and

Whereas, An induction loop system is a type of ALS that allows a wire to transmit an electromagnetic signal and to direct the targeted sound to the hearing aid or cochlear implant of a hearing impaired user; and

Whereas, According to the United States Access Board, a federal agency devoted to accessibility for people with disabilities, hearing impaired people frequently exhibit an inordinate sensitivity to noise and reverberation; and

Whereas, Due to this increased sensitivity to noise and reverberation, it can be difficult for a hearing impaired person to decipher information, instructions, and safety notices that are broadcast in large areas with significant background noise, such as airports; and

Whereas, The City’s airports do not currently have ALS systems in place; and

Whereas, The Port Authority of New York and New Jersey has jurisdiction over John F. Kennedy and La Guardia Airports; and

Whereas, The installation of Assistive Listening Systems, specifically the inductive loop system, in our City’s airports would help to remedy some of the difficulties encountered by hearing impaired persons attempting to receive vital broadcast information; now, therefore, be it

Resolved, That the Council of the City of New York calls upon the Port Authority of New York and New Jersey to provide inductive loop Assistive Listening Systems in New York City’s airports, John F.
