A Local Law to amend the administrative code of the city of New York, in relation to the establishment of a voluntary emergency medical service patient registry.

 

Be it enacted by the Council as follows:

 

Section 1. Chapter one of title 15 of the administrative code of the city of New York is amended by adding a new section 15-129 to read as follows:

§15-129 Emergency medical services patient registry. The commissioner shall promulgate rules establishing standards, procedures and requirements for the formation and implementation of an emergency medical services voluntary patient registry through which patients can share their medical history with appropriate medical personnel. Such rules shall specify that any medical information volunteered by patients shall only be shared with New York City Fire Department Emergency Medical Service dispatchers, paramedics, emergency medical technicians and hospital personnel. The rules must also create a mechanism that allows patients to remove their medical information from the registry if they choose to do so.

§2. This local law shall take effect 90 days after its enactment.
