Resolution calling upon the Mayor of the City of New York to use City employees rather than private consultants and contractors to provide City services that can be performed by City employees.

 

By Council Members Foster, James, Koppell, Mealy, Palma, Sanders Jr., Vann and Gerson

 

                     Whereas, City workers strive each day to bring vital services to New Yorkers; and

                     Whereas, Recent reports released by District Council 37 indicate that the City has been hiring private consultants and contractors to do the jobs of City employees, thereby displacing them, and that many of these consultants were being paid far more than City employees to do the same work; and

                     Whereas, This wasteful displacement of City workers is unnecessary; and

                     Whereas, In addition to the stress on individuals and families caused by the loss of jobs resulting from such outsourcing, other important reasons exist which make it preferable to have City work performed by City employees; and

                     Whereas, For example, money paid to City employees is generally spent in the City, thereby producing a multiplier effect of each worker’s economic impact on the City; and

                     Whereas, In addition, most City employees must take civil service examinations to establish their fitness to be employed by the City, while consultants and contractors need no such qualifications; now, therefore, be it

                     Resolved, That the Council of the City of New York calls upon the Mayor of the City of New York to use City employees rather than private consultants and contractors to provide City services that can be performed by City employees.
