THE COUNCIL OF THE CITY OF NEW YORK

RESOLUTION NO. 685

 

Resolution approving the site plan for a public school facility to be located on the east side of Concourse Village West between East 153rd and East 156th Streets (Block 2443/Tax Lot 78), the Bronx (Non-ULURP No. 20075184 SCX; Preconsidered L.U. No. 364).

 

By Council Members Katz and Lappin

 

                          WHEREAS, the New York City School Construction Authority submitted to the Council on December 21, 2006, a site plan pursuant to Section 1732 of the New York State Public Authorities Law for a school complex known as the Mott Haven School Campus, Bronx, comprising of four school organizations:  one 544-seat charter school serving fifth through eighth grades, one 573-seat intermediate/high school serving sixth through twelfth grades, and two 549-seat high schools serving ninth through twelfth grades, to be located on vacant property  at  the east side of Concourse Village West between East 153rd and East 156th Streets (Block 2443/Tax Lot 78), in DOE Instructional Region No. 9/Community School District No. 7, Community Board No. 4, Borough of the Bronx (the "Site Plan");

 

                         WHEREAS, the Site Plan is subject to review and action by the Council pursuant to Section 1732 of the New York State Public Authorities Law;

 

                          WHEREAS, upon due notice, the Council held a public hearing on the Site Plan on January 8, 2007;

 

                     WHEREAS, the Council has considered the relevant environmental issues and the Final Environmental Impact Statement (“FEIS”) for which a Notice of Completion was issued on October 2, 2006 (SEQR Project Number 07-003), attached hereto as Exhibit A and the Technical Memorandum dated January 8, 2007, attached hereto as Exhibit B; and

 

                           WHEREAS, by letter dated January 5, 2007 the New York State Department of Environmental Conservation has committed to investigate and remediate the off-site up gradient source areas of contamination, attached hereto as Exhibit C; and

 

                     WHERAS, by letter dated January 9, 2007 the New York City Department of Education has committed to a continuous public process for evaluating and implementing the environmental remediation of the site, including consultation with elected officials, Bronx Community Board 4 and local leaders, with at least one public hearing, attached hereto as Exhibit D; and

 

                     WHEREAS, by letter dated January 9, 2007 the Deputy Mayor for Education and Community Development has committed to a community consultation process to identify opportunities for small school development with community participation, attached hereto as Exhibit E; and

 

                     WHEREAS, the Council has considered the land use implications and other policy issues relating to the Site Plan;

 

RESOLVED:

                               

                     The Council finds that the action described herein will have no significant effect on the environment.

                                                                                                                                                                                                           

                           Pursuant to Section 1732 of the Public Authorities Law, the Council approves the Site Plan.
