Summary: This bill would require the New York City Police Department to submit to the Council a report of the total number of 311 noise complaints received each quarter, disaggregated by precinct. The Police Department would also be required to submit to the Council a report of each individual 311 noise complaint received each quarter, disaggregated by precinct and zip code.

A Local Law to amend the administrative code of the city of New York, in relation to requiring the New York City Police Department to report noise complaints on a quarterly basis

 

Be it enacted by the Council as follows:

Section 1.  Title 14 of the administrative code of the city of New York is amended by adding a new section 14-175 to read as follows:

§ 14-175 Noise complaint reporting. a. Definitions.  For the purposes of this section, the following terms have the following meanings:

Noise complaint. The term “noise complaint” means a complaint made via the 311 system that arises from the noise of neighbors, clubs and bars, parks, stores and businesses, streets and sidewalks, and motor vehicles and motorcycles.

b. Report of total noise complaints. The department shall submit to the council on a quarterly basis a report of the total number of noise complaints received within the quarter, disaggregated by precinct.

c. Report of individual noise complaints. The department shall submit to the council on a quarterly basis a report listing each individual complaint received within the quarter disaggregated by precinct and zip code within each precinct. The report for each individual complaint shall include, at a minimum:

1. The time and date the complaint was made;

2. The specific location complained of;

3. A description of the complaint;

4. Whether or not the department responded to the complaint;

3. The time the department responded to the complaint; and

4. The disposition, if any, reached by the department.

§ 2. This local law takes effect immediately.
