Summary: This bill would require apartment owners to provide a voter registration form to each new tenant signing an apartment lease. The form would be provided at the time that the lease is provided for signing. Apartment owners may provide assistance in completing the form if they wish, and may also mail the form to the Board of Elections. The registration forms provided would be in English unless otherwise requested by the tenant.

A Local Law to amend the administrative code of the city of New York, in relation to requiring landlords to distribute voter registration forms.

 

Be it enacted by the Council as follows:

 

                     Section 1. Section 27-2005 of the administrative code of the city of New York is amended by adding a new subdivision e to read as follows:

e. (1) An owner of a multiple dwelling shall furnish to each tenant signing a vacancy lease an English-language New York state voter registration form. At such a tenant’s request at the time of signing a vacancy lease, an owner shall furnish a Spanish-, Chinese-, Korean-, or Bengali-language New York state voter registration form to such tenant within ten days. For the purposes of this subdivision, the term “vacancy lease” has the meaning given in section 2520.6 of title 9 of the official compilation of the codes, rules and regulations of the state of New York.

(2) An owner of a multiple dwelling may provide assistance in completing a voter registration form distributed pursuant to this subdivision, if so requested. An owner may transmit any completed form that was distributed pursuant to this subdivision to the board of elections. If doing so, such owner shall transmit such form within two weeks of the receipt of such completed form, but in no event after the last day for registration to vote in an upcoming citywide election unless such completed form is received on or after such day.

§ 2. This local law shall take effect 30 days after enactment.
