Res. No. 294 By Council Members Dear, McCaffrey and Eristoff Resolution calling upon the State legislature to amend the appropriate sections of the Vehicle and Traffic law to authorize the creation of residential parking districts in the City of New York. Whereas, This Council recognizes the severe shortage of safe and legal parking spaces in the City of New York, and; Whereas, This shortage causes unnecessary aggravation to the residents of many neighborhoods, and; Whereas, The quality of life for many residents would improve, if they were assured of finding safe and legal parking in their neighborhood, and; Whereas, Residential parking permits could be issued by the City of New York for a reasonable fee, and; Whereas, In 1994 and 1995, ?1640 of the Vehicle and Traffic law was amended to provide for a residential parking system in the Corn Hill Section of Rochester, the City of Rye and the Village of Pelham, and; Whereas, These permits would enhance neighborhoods, encourage people to remain in the City, and attract new residents, and; Whereas, This honorable body finds that permit parking by residents would promote neighborhood stability; now, therefore, be it Resolved, That the Council of the City of New York calls upon the State Legislature to amend the appropriate sections of the Vehicle and Traffic law to authorize the creation of residential parking districts in the City of New York.
